Year in Review: As 2025 comes to a close, Mayor Dan Ruimy shared the City of Maple Ridge’s 2025 Year in Review at the final Council meeting of the year, highlighting a year defined by getting infrastructure built, moving major projects forward, and delivering on what matters most to residents. Silver Valley Road, Street Naming Proposal: Proposed street names for recently approved subdivision off Silver Valley Road as “Jordan Way”, “McIldoon Place”, and “Seymour Avenue”. Adopted.
Further Consolidation of Fees and Charges: To consolidate fees related to fire service fees, electric vehicle charging stations, and water and sewer rates into the Maple Ridge Fees and Charges Bylaw.Adopted both bylaws.
Amendments Relating to Consolidation of Fees and Charges: Consequential bylaw amendments to support the consolidation of fees within the Maple Ridge Fees and Charges Bylaw.Adopted all amendments and repeals.
Off-Street Parking and Loading Bylaw: To update and modernize the City’s off-street parking requirements, to support transit-oriented developments and better align the parking requirements for new land development projects.Adopted.
Development Procedures Bylaw: To establish a comprehensive framework for managing development applications to streamline and simplify the application process, enhance transparency and predictability for applicants, and improve administrative efficiency.Adopted both bylaw and policy.
Financial Access and Support for Recreation Policy: Housekeeping to eliminate a numbering conflict with an existing Policy 4.34; content remains unchanged.Repealed mis-numbered policy. Adopted correctly numbered policy.

Request for Concurrence for Communications Antenna Structure Proposed for 21903 128 Avenue: An overview of the consultation process for the TELUS Communications antenna structure proposed at the subject property.Directed staff to provide TELUS with letter of siting concurrence.
Council Expense Policy: To amend Council Expense Policy 3.07 with recommendations from the Audit and Finance Committee to address cell phone charges.Adopted.
Recreation Facility Feasibility Study Final Report: To provide Council with the outcomes of the completed feasibility study to determine the suitability of Hammond Community Park as the location for a future aquatic and recreation facility.Received for information, directed staff to proceed with schematic design for the infrastructure projects, and develop a funding strategy to minimize impacts to taxpayers.

Presentation:  Myriam Schanofski, a 55+ BC Summer Games multi-Medalist for over 36 years, obtaining eight medals (including five gold) in 2025, presented to Council some of her story, include how she self-taught herself to swim different strokes in her sixties. She also sings, performs ukulele, dances in various styles and travels. Council exuberantly welcomed her and celebrated her many accomplishments, and thanked her for setting a wonderful example in persistent learning, active living, and community service for all in Maple Ridge.
12011 223 Street Zoning Bylaw and Housing Agreement: To adjust the density provision and make some minor changes to the applicable zone to facilitate the future construction of the proposed six-storey, mixed-use building with 120 rental residential units and 7 commercial units. Adopted both bylaws.

28800 Lougheed Highway: To redesignate the subject property from Industrial and Rural Residential to Industrial, and rezone to permit an Unenclosed Storage use.Gave both bylaws first, and second readings, and forwarded to Public Hearing.  Waived requirement for a Development Information Meeting, and considered consistent with the City’s Capital Expenditure and Waste Management Plan. Directed staff to proceed with consultation strategy, and to work with applicant on outstanding conditions.

Lougheed Transit Corridor Area Plan Official Community Plan Amending Bylaw: Updates to the draft Lougheed Transit Corridor Area Plan and Development Permit Area Guidelines.Gave second reading as amended and forwarded to Public Hearing. Direct staff to accept and process new applications within the Lougheed Transit Corridor Area.
Off-Street Parking and Loading Bylaw No. 7970-2023: To update and modernize the City’s off-street parking requirements, to support transit-oriented developments and better align the parking requirements for new land development projects.Gave third reading as amended.
Development Procedures Bylaw No. 8081-2025: To establish a comprehensive framework for managing development applications to streamline and simplify the application process, enhance transparency and predictability for applicants, and improve administrative efficiency.Gave first, second, and third readings.
2025 Our Neck of the Woods Festival Summary: Post event summary of economic and community impacts for the 2025 Our Neck of the Woods festival.Directed staff to include Our Neck of the Woods as part of 2026–2030 Business Plan.
12011 223 Street, Town Centre Development Permit: To permit the development of a six-storey, mixed-use building for Phase 2 of the ERA development.Approved.
A Bylaw to repeal Zoning Bylaw No. 3510–1985: Council consideration to not hold a Public Hearing to initiate the repeal of Maple Ridge Zoning Bylaw No. 3510-1985.Staff directed to inform public that no Public Hearing will be held on the repeal of the bylaw.
Increase Low Income Cut Off for Recreational Services: To increase the Low Income Cut Off ceiling to support individuals and families with financial constraints accessing recreational services.Approved.
Financial Access and Support for Recreation (Policy): To support residents accessing community recreation, by removing financial barriers for individuals at risk of exclusion from participation in community recreation opportunities.Adopted.
