Zoning regulates the type and quantity of buildings that can go on any specified parcel of land. If you desire to use or develop land for a purpose or building that isn’t permitted, you can apply to have the property’s zoning changed through the rezoning process.
The Zoning Bylaw 7600-2019 contains regulations related to the use and development of land, including allowable density; parameters for the siting, size and height of buildings; and other specific requirements. All properties are given a zone, and the Zoning bylaw outlines the regulations for that zone that are to be followed. If a proposal involves changing the permitted uses or exceeding the maximum density for a development site, a rezoning application is required.
Any zoning bylaw adopted by Council must be consistent with the City’s Official Community Plan (OCP) and the Metro Vancouver's Regional Growth Strategy (RGS), or further amendments may be required.
How to Make a Planning Application
- Most development applications must undergo a Pre-Application Review (PAR) prior to formal submission. A PAR is a formalized step in the development application process focused on providing preliminary feedback on a proposal before a full application submission. It helps identify potential issues and guide applicants in refining their application, see Pre-Application Review (PAR).

- Legal professionals can request a Lawyer Letter / Comfort Letter to obtain crucial property information for legal purposes.

Step One: Prepare Your Application

A complete application is required and should include all associated development applications (i.e. development permit, development variance permit, subdivision, etc.) along with the required detailed information and technical reports, see Planning Application Submission Checklist and Details.

Submit a complete application along with associated development applications, and the required information and materials as outlined in the Pre-Application Review Letter and the Planning Application Submission Checklist and Details.
Step Three: Application Processing Time

Every development application is unique, and processing timelines can differ accordingly. Factors such as project scope, submission completeness, and coordination with internal and external agencies influence the overall review period.
