With the implementation of the Small Scale Multi Unit Housing form regulations in the City’s Zoning Bylaw in July 2024, secondary suites became a permitted use in all single-detached residential zones. As such, the provision of a Temporary Residential Unit (TRU) was removed from the Zoning Bylaw on November 26, 2024. 

By removing the TRU regulations, the City aims to provide more streamlined feedback when evaluating secondary suite designs and locations, as well as consistent public safety standards by ensuring that all secondary or temporary dwelling units meet current Fire Code and Building Code requirements. It will also assist in reducing confusion in the real estate market and by the public on the differences between a legal secondary suite and a permitted TRU.
