Project Update (December 11, 2025)

The Recreation Facility Feasibility Study Has Now Been Completed. Thank you to everyone who participated in our Phase 2 Community Engagement. The Study will be received by Council on Dec 16 with recommendations presented for approval. If the Feasibility Study recommendations are approved, staff will continue the planning process for the three recreation infrastructure projects (aquatics facility, arena, multi-use park), including schematic design and developing the funding strategy. The Agricultural Land Commission (ALC) previously approved the City’s plan for a fourth ice sheet at Albion Fairgrounds in 2024, but the application for a fifth sheet was denied in 2025 due to unresolved drainage impacts on nearby lands. Staff have reviewed the decision and, if directed by Council, will begin technical work and schematic design to support a reconsideration request. Background

Planning and delivering on additional rinks are strategies within the 2023 Parks, Recreation and Culture Master Plan which recommends one additional ice sheet in the near term and another in the medium term.  

The City was planning to add one new rink at the fairgrounds site, where Planet Ice and the Golden Ears Winter Club are located.  The Recreation Facility Feasibility Study, was initiated in 2023 to assess the feasibility of a new aquatics facility with additional ice rinks, positioned at the Hammond Community Park.  As the technical and site assessments evolved, it became clear the constraints on the Hammond site and the results of the 2024 phase 1 community engagement identifying the need for two new rinks, that the fairgrounds site was the viable option.  Planning for the addition of twin rinks at the current arena complex has the benefit of complementing the existing facility, creating a larger sports and event hub for the community.
