City of Maple Ridge Inviting Residents and Industry to Learn More About Proposed Amenity Cost Charges Program to Support Growth

Maple Ridge, B.C., June 4, 2026 – The City is inviting residents, builders, and other community members to learn more about the proposed Amenity Cost Charges (ACCs) program by attending an Open House on June 17.

In 2023 the Province introduced new development financing tools as part of provincial housing legislation that updates how local governments fund growth-related amenities. Among these changes was the introduction of ACCs, which provide municipalities with the authority to help fund growth-related capital costs for eligible community amenities.

ACCs have been introduced in several Lower Mainland municipalities including New Westminster, Pitt Meadows, Coquitlam, and Mission. In April 2025, the Province released the Amenity Cost Charges Best Practices Guide to support consistent and transparent implementation province-wide.

Legislated Framework and Eligible Services

Under the provisions of the Local Government Act, ACC funds can only be used for certain community amenities needed to support a community’s population and employment growth. These can include recreation and cultural facilities, libraries, childcare facilities, and other eligible community amenities. Only the growth-related portion of eligible capital costs can be funded through ACCs. Asset renewal, replacement, maintenance, or service level enhancements are not eligible.

As the City modernizes its development fees to align with the new legislation, Council remains committed to striking the right balance between ensuring that new development is contributing to the cost of increased infrastructure while keeping rates competitive so developers can continue to build affordable homes.

Building on Maple Ridge’s Existing Growth Funding Tools

The City currently relies on Development Cost Charges and Community Amenity Contributions to support the cost of growth-related infrastructure and amenities. Introducing ACCs would align with provincial legislation and create a more consistent and transparent approach to funding growth-related community amenities, while strengthening the City’s overall growth funding framework.

Supported by technical analysis and financial modelling completed with an external consultant, the proposed ACC framework for Maple Ridge recommends having three distinct funding tools that compliment one another in supporting growth-related infrastructure and community amenities:

  • Amenity Cost Charges (new): Standardized charges established by bylaw to help fund eligible growth-related community amenities.
  • Community Amenity Contributions (current): A voluntary contribution typically negotiated through rezoning to help secure site-specific public benefits and amenities; expected to continue in a more limited and site-specific role alongside ACCs.  
  • Development Cost Charges (current): Standardized charges established by bylaw and applied to new development; used to fund core growth-related infrastructure (water, sewer, drainage, roads, and parkland acquisition).

Next Steps

To help raise awareness and understanding of the proposed ACC program, proposed rates, and implementation, the City is hosting a public open house, in addition to targeted engagement with industry representatives.

The open house will take place on Wednesday, June 17 from 5:30 to 7:30 p.m. in the Fraser Room (2nd floor) at the Maple Ridge Public Library. The event is a drop in format, and no registration is required.
