Housing Accelerator Fund

The City of Maple Ridge was approved to receive $16.6 million in funding from the Government of Canada’s Canada Housing Mortgage Corporation’s Housing Accelerator Fund (HAF) to increase housing supply and meet the growing demand for homes in our community.

Achieving Housing Targets

The housing targets set as a condition of funding for the HAF relate to the number of Building Permits issued in Maple Ridge across various housing types.  The target is to be achieved over four years.  This section outlines progress to date using the data for the period - January 1 - December 31, 2025. The HAF target is a 'net' target meaning the data is corrected to remove any units demolished or removed during the period in question. Units are categorized based on Statistics Canada categories for housing types. 

The graphic shows how the City is tracking relative to the total target of 2,863 units over four years.  In 2025, the City has enabled just under one quarter of the new units required over the next four years.  

The chart below shows the breakdown of the units created in 2025 by unit type. This shows that the vast majority (74.79%) were apartment buildings including duplex, triplex and quad-plex type units greater than four storeys.  Row houses including garden homes and town house and carriage house are the next largest category at 14.14%.

The nature of new home construction is also that it is not evenly spread throughout the year.  There is a seasonal nature to the data. The chart below shows the monthly unit count making up the HAF target for 2025. these are Building Permits issued (net of demolished units) for 2025.

Housing Accelerator Fund Action Plan

With the $16.6 million in HAF funding approved for Maple Ridge, the City has committed to facilitate an increase of 2,863 permitted housing units built in the city by 2028.  This is targeted number of units will include at least:  

  • 2,151 multi-unit housing units in close proximity to rapid transit,
  • 217 "missing middle" housing units; and
  • 45 other multi-unit housing units.

These housing unit types are prioritized as they are aligned with federal and municipal goals around creating liveable communities with increased densification. At least one per cent of new housing units will be affordable units. 

To achieve these targets, and as part of its comprehensive HAF Action Plan, Maple Ridge is implementing 22 new and ongoing actions across seven key initiatives, aimed at making housing more accessible and affordable. All of the actions undertaken are consistent with the City's objectives and key results included in Council's Strategic Plan 2023-2026

HAF Supported Initiatives and Milestones

HAF funds are accelerating projects within the city that focus on improving the quality, volume and speed of building in Maple Ridge. This section outlines the status of the specific areas of work undertaken.  The City is also using the funding to support major capital investments that will encourage new housing units. Check this page as announcements will be posted here as they are confirmed and can be made public.  To date 19 of the 22 milestones have been achieved and the City is on track to complete all outstanding initiatives by June 30, 2026. 

On March 24, 2026, Council received an overview staff report on the work underway to support housing using HAF.  They also received an update on the Housing Action Plan which is related to the HAF work and follows on from the 2024 Housing Needs Report. 

Progress on Housing Priorities

The City has already made significant progress in addressing housing challenges through innovative policies and by transforming its development and permitting processes to make building homes quicker and easier in Maple Ridge. The federal funding helps to accelerate the implementation of these actions. 

Through the Maple Ridge Moves Plan the City continues to advocate to other levels of government for crucial infrastructure improvements, including the widening of Abernethy Way, the construction of a new 240 Street bridge, and the implementation of Bus Rapid Transit (BRT) on Lougheed Highway. This enables Maple Ridge to get its fair share of investments that address infrastructure issues in the community such as, reducing traffic congestion as more residents use our roads each year. These investments also contribute to Council's strategic priority of building a liveable community for our residents. 

About HAF Funding

Launched in March 2023, HAF is a national initiative led by the Canadian Mortgage and Housing Corporation (CMHC) to fast-track the development of 100,000 new housing units nationwide. The program funds local governments to help create walkable, amenity-rich communities with accessible public and active transportation. The first round of funding totalled $4 billion, and Budget 2024 added $400 million to this program. Funding is released to municipalities and districts in installments as targets and milestones are met and initiatives are completed.
