Community Engagement Framework

Well-planned and authentic community engagement supports effective decision-making and better outcomes and ensures members of the public are more informed and connected.

The City's Community Engagement Framework was developed through two phases of community engagements, extensive research, and reviewing best practices. The Framework was approved by Council in March 2025 and outlines how the City will engage with the public in a way that is consistent, transparent, and accessible and will help ensure that diverse perspectives are considered in decision-making.

The Framework is based on the established practices of the International Association for Public Participation (IAP2), which provides a spectrum of public participation levels ranging from informing to empowering people in decisions that affect their lives.

To support the new Framework, Council also approved updates in March 2025 to the City’s Corporate Communications and Engagement Policy. These updates ensure alignment with the Framework’s principles and reinforce the City’s commitment to clear, consistent, and inclusive communication.

Objectives

The objectives of the Community Engagement Framework are to:

  • Foster collaborative and inclusive relationships with residents, businesses, and community
    organizations.
  • Guide when, how, and why the City engages with the community, including when it will inform
versus seek input on a decision to ensure consistency, transparency, and accessibility.
  • Explain how decisions are made and the factors that inform them, including engagement.
  • Promote diverse and meaningful participation through clear guidelines that foster inclusivity.
  • Equip staff with standardized tools, methods, and processes to deliver timely, effective, and
    inclusive community engagements.

Corporate Communications and Public Engagement Strategy

In 2022, the City developed a Corporate Communications and Public Engagement Strategy that established a specific set of actions to both help the City more effectively communicate with residents, as well as enhance how we engage with the community on projects, gather information, and implement feedback.

Our aim is to ensure that the community is aware of and engaged with City services and initiatives, and that the organization is responsive to what it hears - working together with the community and partners to shape the future of Maple Ridge.
