The Capital Plan is a 5-year plan that outlines expenditures related to building, purchasing, or investing in major assets, such as roads, parks, facilities, technology, and equipment as well as plans for future projects.

On Dec 15, 2025 Council approved the $432-million 2026-2030 Capital Plan that includes investments in infrastructure, transportation, public safety, and community amenities, aligning with community feedback.

2026 Key Projects

2026–2030 Capital Plan

On December 15, 2025 Council approved the $432-million 2026-2030 Capital Plan, including an investment of $115.6 million in capital projects in 2026. The Plan includes investments in infrastructure, transportation, public safety and community amenities, aligning with feedback the City has received from the community. 

Capital Plan

The 5-year Capital Plan is updated each year. Expenditures are funded from a range of sources including financial reserves built up over time, debt, general revenue through taxation, grants from other agencies, prior year budget surpluses, development cost charges, and utilities. The plan reflects the City's commitment to responsible financial planning and ensuring long-term sustainability.

The budget in the first year of the Capital Plan is usually higher than subsequent years because it includes projects approved in prior years that are not yet complete but that are still a priority.
