Housing Target Order - Maple Ridge

On June 26, 2024, the Province of BC issued Housing Targets (Ministerial Order No. M204) for the City of Maple Ridge, under the Housing Supply Act. 

The Housing Target Order came into effect on July 1, 2024. The order sets out the total number of residential units required to be met over a five-year period by June 30, 2029. It also outlines the annual breakdown of this cumulative target, housing performance indicators, and progress reporting dates.

Year One: July 1, 2024 - June 30, 2025

On July 29, 2025, Council received the Year One Housing Target Order Progress Report, which confirmed that the City exceeded the Province’s Year One target of 612 net new homes by June 30, 2025. A total of 751 units were completed—139 more than the target—representing 123% of the Year One goal and 19% of the five-year target of 3,954 homes by 2029. This achievement reflects strong progress toward meeting the City’s long-term housing goals.

Key Results and Progress
  • 751 net new residential units completed (781 units built minus 30 demolitions)
  • 543 additional units approved through rezoning, development, or building permit stages
  • 133 new rental units completed, and an additional 296 rental units approved at earlier development stages
  • Diverse housing mix, including:
    • 222 studio and 1-bedroom units
    • 264 two-bedroom units
    • 265 three-bedroom or larger units

Year One Progress: July 1, 2024 - June 30, 2025

Interim Report: July 1, 2024-December 31, 2024

On February 11, 2025, Council endorsed the Year 1 Interim Housing Target Order Progress Report to be submitted to the Province of British Columbia in accordance with the Housing Supply Act and Regulation.

The report outlines key progress made toward meeting the housing targets, including: 

  • Housing Target for Year 1: 612 “net new” residential units by June 30, 2025. 
  • Completed Units (July 1–December 31, 2024): 376 “net new” homes (400 built minus 24 demolished – representing 61% of the first-year target in the first six months). 
  • Development Pipeline: Over 150 rezoning applications and more than 400 residential building permit applications are currently in process. 

The City is on track to meet the Province’s target of 612 new homes in Maple Ridge by June 30, 2025, while actively working on various policy and procedural changes to make it easier and faster to introduce housing.  Staff will return to Council in July 2025 to report on the cumulative Year 1 target results.

City of Maple Ridge Targets:

The order establishes a five year housing target for Maple Ridge of 3,954 "net new" residential units (new units minus demolished units). Annual reports to the Province are required to demonstrate progress towards the following cumulative annual thresholds:
