It is for strata or commercial properties. It is not for residential rentals; the owner will have to forward their invoice to their tenant.

Adding Tenants or a Property Management Company onto the Quarterly Metered Utility Notice is to help the Owner(s) manage the billing but ultimately the Owner of the property remains responsible for any charges or penalties incurred at the property.
