Financial Access

• Residency: be a Resident of Maple Ridge, (not applicable to persons with a study, or visitor visa);
• Income: have a household combined income at or below the Low Income Cut off (Before Tax) for a community size of 500,000 and over, as set by Statistics Canada

• 75% off admissions (Drop in, 10-pass, 20-pass, 1-month or 3-month passes), or
• 90% off admissions | If income below $18,000.00 (Drop in, 10-pass and 20-pass) (excluding post secondary students)

and

• 50% off registered program fees to a maximum spending of $300.00

Access pass is valid for one year from date of approval. Applicants can re-apply annually if they meet the residency and income verification thresholds.

• Guardianship: They must be in the care (guardianship) of: 
  • The Ministry of Children and Family Development (Youth between the ages of 0–18 years) or
  •  Any Province of BC affiliated Child/Youth in Care (guardianship) program/service (Children/Youth between the ages of 0–18 yrs)

 Please note:  this service is only available for the individual in care/guardianship, and not the family unit; one applicant per application

• Provide Third-Party Verification/ adjudication demonstrating that they meet the above criteria, in a form satisfactory to the City (ex. medical or para-medical referral, etc.). 

Please note: this service is only available for the individual diagnosed with a temporary or permanent disability, and not the family unit; one applicant per application.

• 50% off Admissions (single admission, 10-pass, 20-pass, 1-, and 3-month pass)

and

• 25% off program fees to a maximum spending of $150.00 annually

Option One | Online Application Form and Online Submission

• Please complete all relevant and required fields within the Online Application Form
• Prior to submitting your required document(s), please rename these documents with your last name
  **Required documents include one of each of the following:
  • Address-related bill (hydro, gas, internet, cable, landline, cell phone) | Please Note: PO Box addresses are not accepted
  • Notice of Assessment for each person contributing to the household. Get a copy of your notice of assessment or reassessment from the Canada Revenue Agency
  • Disability benefit
• Once the upload of the required documents is complete, return to the application form by using the tabs at the top of your browser
• Please review your application form to ensure it is complete and accurate
• Press Submit

You will receive a confirmation email or phone call within ten (10 days), with further instructions once your application has been reviewed and/or processed.

Option Two | Print Application Form and In-Person Submission

To complete a paper application, print and complete all relevant and required fields within the application forms:
 

• Financial
• Children and Youth in Care/Guardianship
• Individuals Diagnosed With Temporary or Permanent Disability

• Alternatively, you can email AccessPass@MapleRidge.ca or call 604-467-7422 to schedule an appointment to pick up a printed application at the Maple Ridge Leisure Centre
• Attach a copy of the required documents (see **Required Documents above, under Option One)
• Return your completed application and documents to the Maple Ridge Leisure Centre at 11925 Haney Place

Please Note: Documents can be dropped off at the Maple Ridge Leisure Centre during Operational Hours. Staff will:

1. Review your documents to ensure they are complete
2. Photocopy and return your original documents
3. Submit your application and supporting documents for final review and processing which can take up to ten (10) days.

You will receive a confirmation email or phone call, with further instructions once your application has been processed.

Option Three | Third Party Adjudication (Partnership) Application

Third Party Verification/ Adjudication means a community agency/organization or professional that has a vast understanding of the individual/family financial needs, disability, or Youth in care needs of the person seeking Financial Access or Financial Support from the City, and who can directly verify those needs to the City to streamline the process and avoid unnecessary steps that may act as a barrier for that person.

Children/Youth in care are required to use the Third Party Adjudication process to apply.

If you are receiving support through a third party government and/or community agency, complete the Primary Applicant and Partner/Dependent(s) section on the appropriate form:

• Financial
• Children and Youth in Care/Guardianship
• Individuals Diagnosed With Temporary or Permanent Disability
• Adjudication Letter

• Have your adjudicating partner complete the adjudicator section of the application form. An adjudicator can be one of the following: 
  • Community organization
  • Family support services
  • A professional in social work or family services
  • Immigration services
  • Financial case worker
  • Medical or para-medical provider
  • A school principle
  • Counsellor

Third Party Adjudicated applications can be submitted either online or in-person by following the instructions in Option One or Two above. You do not need to include your income information, nor confirmation of address.

You will receive a confirmation email or phone call within ten (10) days, with further instructions once your application has been reviewed and/or processed.

Please Note: Applications requiring additional screening can take up to 14 days.

Using your Access Pass

• You will receive a membership card upon your first visit. Please use your phone number on your application to access your account.
• If you register using online registration, your Access Pass discounts will automatically apply to registered programs or membership passes. To access your online registration account for the first time, please e-mail Registration@MapleRidge.ca for your personalized account link. Alternatively, visit our online registration page to register.

Grade 5 and 6 students residing in the City of Maple Ridge can experience the positive benefits of leisure and recreation at no charge! 

Eligible students will have free access to drop-in activities offered through Maple Ridge Parks, Recreation & Culture at the Maple Ridge Leisure Centre (MRLC), Hammond Outdoor Pool (during operational season), and Planet Ice Maple Ridge (PIMR).

Canadian Tire Jumpstart is a national charitable program that helps kids ages 4 to 18 participate in organized sports and recreation. For more detailed information, funding criteria and applications please visit Canadian Tire Jumpstart. 

KidSport BC is a community based funding program that provides grants up to a maximum of $400 to help with the cost of registration fees for children under the age of 18 to participate in community sports. Applications are on the KidSport website. Completed forms can be dropped off at the Leisure Centre. For more information email KidSport at MRPM@KidSportCanada.ca.

Eligibility for Financial Access is based on individual or household need. Those who apply for Financial Access must meet the following eligibility criteria:

1. Be a Resident of Maple Ridge, (not applicable to persons with a study, or visitor visa); 
2. The primary applicant must be 19yrs or older, and 
3. Have a household combined income at or below the Low Income Cut off (Before Tax) for a community size of 500,000 and over, as set by Statistics Canada; or 
4. Have completed Third-Party Verification/ adjudication

Eligibility for Financial Support for Children and Youth in Care (guardianship) is based on individual need, and the person must meet the following eligibility criteria: 

1. Be a Resident of Maple Ridge; (not applicable to persons with a study or visitor visa); 
2. And: they must be in the care (guardianship) of: the Ministry of Children and Family Development (Youth between the ages of 0-18 years); or, Any Province of BC affiliated Child/Youth in Care (guardianship) Program/ service (Children/Youth between the ages of 0-18 yrs) 

Eligibility for Financial Support for persons with Disability(ies) is based on individual need and the individual must meet the following eligibility criteria: 

1. Be a Resident of Maple Ridge; (not applicable to persons with a study, and visitor visa); and 
2. Be diagnosed with a temporary and/or permanent Disability(ies) with required documentation.

A person meeting eligibility requirements as outlined above will receive the following annual benefits from time of approval (annual being 12-month calendar year):

Financial Access:

• 75% off Admissions (drop in, 10-pass, 20-pass, 1- and 3-month pass); or,
• 90% off Admissions (drop in, 10-pass, 20-pass) if income below $18,000 (excluding post-secondary students (and)
• 50% off registered programs to a maximum spending of $300

Persons with Disability(ies) and Children/Youth in Care (Guardianship):

• 50% off Admissions (drop in, 10-pass, 20-pass, 1- and 3-month pass); and,
• 25% off Program fees to a maximum spending of $150

Each program requires proof of eligibility.

Residency: A utility bill with the applicant’s home address listed that is current within the last 3 months. 

Income: Total combined income, before tax for all family members contributing to the household income, regardless of employment location (out of town, province, overseas):

• Notice of Assessment / income statement; and/or 
• Government Assistance documentation
• Guaranteed Income Supplement (GIS)
• Shelter Aid for Elderly Renters (SAFER)
• Employment Insurance (EI)
• Resettlement Assistance Program (RAP)
• Government-Assisted Refugee (GAR)
• Ministry of Social Development & Poverty Reduction (MSDPR) or Ministry of Employment and Income Assistance (MEIA)

Guardianship: Requires the Guardian to apply on the Child/Youths behalf as a Third-Party Adjudicator.

Temporary or Permanent Disability(ies): 

• BC PWD designation confirmation;
• CRA Disability Tax Credit approval;
• CPP Disability approval letter;
• Veterans Affairs disability benefit documentation;
• WorkSafeBC disability-related documentation; or

The 3rd Party Verification/adjudicator or agency partner may verify that you are eligible based on the criteria for each program. Please ensure that the community professional completes the Adjudicator section of the application form.

A third Party Verification/ Adjudicator or agency partner is someone who has a professional relationship with you/your family and is familiar with your financial need.  This individual can verify your residency and income based on the LICO scale, by completing the Adjudicator section of the application form. 

(Please note: If you have a third Party Verification/adjudicator or agency referral, you do not need to include proof of residency or income verification/ documentation.)

Examples of Eligible community members that can adjudicate the City of Maple Ridge Access Pass application on behalf of residents are (but not limited to):

• A professional in social work or family services, 
• Immigration services,
• School Principles, and/or counsellor
• Social Workers
• Medical and Paramedical Providers (Physicians, Physio and Occupational therapists)
• Community agency(ies) 
• Ministry of Social Development & Poverty Reduction Staff
• Ministry of Employment and Income Assistance Staff

Applications are reviewed within ten (10) business days of submission, and the primary applicant will be notified once completed by either email or phone.

Approved applicants will receive the benefits for one (1) year from the date of approval.

Circumstances can change over time. The Access Support programs are for Residents of the City of Maple Ridge and re-verification of both residency and income/guardianship, or ability are required each annually.

Please note the following programs are not eligible for reduced fees:

• Private Swimming Lessons
• High Performance Training Camps
• Contracted/partner programs greater than $299.00
• Licensed Afterschool Care
• Employment Certification Course

To pick-up your Access Pass for the first time, please visit the Maple Ridge Leisure Centre or the Albion Community Centre and provide the customer service staff with the name or phone number associated with your account.  Staff will provide you with a membership card.  When purchasing services, please ensure you provide your membership card to customer service staff to ensure you receive the appropriate discounts as outlined in this document.

Membership sales and/or Program Registration can be completed in person at the Maple Ridge Leisure Centre or the Albion Community Centre, by calling the registration line at 604 467 7422 or online at Program Registration | Maple Ridge, BC.   

Please note: Discounts will be automatically applied to any online purchases and/or registration.  To receive your online sign-in code please email registration@mapleridge.ca or call 604 467 7422. 

If you need to withdraw or cancel a program the following will apply:

• Seven days prior = No Fee and Full Refund
• Less than Seven Days but greater than 48 h = $10 Withdrawal fee and Program Refund
• Less than 48 hours = No Refund
