Let's Talk Housing - Secondary Suites


What is Going On?


The City of Maple Ridge is exploring ideas that could, if approved, expand our Secondary Suite program. This review is intended to encourage a greater diversity of housing forms to help improve housing choice within our community. Through this review, the City aims to facilitate more affordable home ownership and more rental housing opportunities within the City.

Removal of Owner Occupancy Requirement
At the September 17, 2019 Council Workshop, staff presented approaches to expand housing choice and encourage more rental units, while also implementing mechanisms for ensuring accountability on the part of property owners.

At the July 14, 2020 Council Workshop, staff presented the removal of the owner occupancy requirement for Secondary Suites and Detached Garden Suites as well as the implementation of a Good Neighbour Agreement for property owners who will require a Business Licence (if a property owner is renting two or more rental units on the property). If there is only one rental unit on the property, the property owner will not be required to get a Business Licence and enter into a Good Neighbour Agreement.

From the July 14, 2020 meeting, Council directed staff to prepare Zone Amending Bylaw, to remove the owner occupancy requirement for Secondary Suites and Detached Garden Suites and to also prepare Business Licencing and Regulation Bylaw Amendments, to require the Good Neighbour Agreement as a condition of a Business Licence for rental units.

On November 24, 2020, the Zone Amending Bylaw to remove the owner occupancy requirement for Secondary Suites and Detached Garden Suites was given First and Second Reading. Additionally, the Business Licencing and Regulation Amending Bylaw was given First, Second, and Third Reading.

Amendments to the Business Licensing and Regulation Bylaw   
On November 24, 2020, the Business Licencing and Regulation Amending Bylaw No. 7675-2020 received First, Second, and Third reading. The amending bylaw introduces a Good Neighbour Agreement as a condition of a Business Licence for properties that have two or more rental units on a property.

The business licence fee for rental units will not change from the existing $110 and will continue to be charged upon first receiving a licence and annually for renewal. However, a one-time Application Review fee of $500 is proposed to be added to the fee schedule for properties with Single Detached uses. It is proposed that this application fee will be waived for one year after adoption of the amending bylaw.

The Business Licencing and Regulation Amending Bylaw No. 7675-2020 will move forward for Final reading the same time that Zone Amending Bylaw No. 7674-2020 moves forward for final reading.

How to Get Involved?


On January 19, 2021, the Zone Amending Bylaw to remove the owner occupancy requirement is going to Public Hearing. Public Hearings are held to provide the public with an opportunity to convey their views to Council and are held before Council adopts bylaw amendments.

Secondary Suites in Maple Ridge
